You have nothing to lose by simply trying to activate it on their website, as it will NOT remove or disable your Steam activation. I don't have Persian Gulf, but have the M2000, Spitfire, Viggen, Nevada map etc and they all activated on the standalone version for me, so there should be no reason why Persian Gulf wouldn't work for you. That goes for all the modules affected during the "dark ages" as well, they have now also been brought into the "renaissance" period.
